Hashimoto Action Plan (HAP)

The UNSGAB's Hashimoto Action Plan (HAP) identifies "Your Action, Our Action" for achieving breakthroughs in vital areas of water management, water supply and sanitation. "Your Action" are actions for key players. In the sections labeled "Our Action," the Board commits to working with these players, to remove obstacles and bottlenecks impeding achievement of the internationally agreed targets for water and sanitation. The Board selected six themes for the HAP, namely, Financing, Water Operators Partnerships, Sanitation, Monitoring, Integrated Water Resources Management, and Water and Disaster.

The HAP was launched in March 2006, at the 4th World Water Forum in Mexico City. The HAP was originally called the Compendium of Actions but was renamed after the first Chair, Mr. Hashimoto passed away in 2006. The HAP was named in his honor and in recognition of his deep commitment to the achieving the goals it contains. The HAP became an important output of the 4th World Water Forum and was mentioned in the Ministerial Declaration and the Ministerial Roundtable Reports.

HAP Implementation

Even though the HAP is only 11 pages long, it contains multiple requests for Action and requires sustained and focused energy to ensure implementation. The HAP is a global work plan for advancing progress towards the water and sanitation MDG targets, and as such, Actions are required at multiple levels. UNGAB members are using their influence and knowledge to fulfill their Actions, while continuing to both inspire and pressure other international stakeholders to do the same. In areas such as promoting the International Year for Sanitation and establishing Water Operator Partnerships implementation is well under way.


UNSGAB Working Groups

Working groups established according to the six priority themes identified in the HAP, have developed work plans to ensure Actions are achieved. One UNSGAB member acts as the working group chair and is responsible for reporting on progress.
