WG Activities

1) Goals and Objectives for next 6 months until Colombia Meeting.

  1. Preserve and Promote Sanitation goals in 3 areas: personal hygiene, household arrangements and wastewater management, collection, treatment, and re-use
  2. Raise public and political awareness, especially during International Year of Sanitation.
  3. Promote political action at national level.
  4. Create regionally based, sustained multi-faceted capacity building to support national level.

2) Three main actions

  1. Regional sanitation conferences, esp. ministerial meetings are used to spur action
  2. Capacity-strengthening initiative: 3 RDBs to be asked to design a program at regional or sub-regional level
  3. Letters to donors once there is a specific proposal for which to request support, to request higher priority to Sanitation in bilaterial development programs. To request support for campaigns of publicity if these can be mentioned by name and by origin and OECD if there is focus on water at High Level Group in January/Feb 08

    • Organize donor meeting at CSD 16 to present major capacity building programme in Sanitation (Colombia meeting could decide on need)

      Letter to the WSSCC, IWA and to other members of the recently founded "sustainable sanitation alliance "
      Letter with detailed proposals / input to IYS lead agencies /DESA (including communcation strategy, vision paper how to reach MDGs with sustainable sanitation approaches
    • Interparliamentary Union (IPU) takes on specific program on sanitation in its regional sessions in 2008
    • Campaign to reach the community level and mayors in collaboration with NEPAD, and WB cities alliance
      Through regional associations of Mayors and Municipalities, and after consultation with Habitat, Chair writes and asks that his letter be circulated to all member mayors suggesting
      • take advantage of 2008
      • name or find a champion
      • find best examples in your area of addressing a Sanitation problem/issue
      • liaise with the Informal Alliance planning High Level Sanitation meetings (these will have to be specified, with addresses and contact points)
      • other points as suggested by Habitat or WUSP and partners.
    • Religious leaders and institutions raise awareness and take action on sanitation issues
    • Involve civil society, especially at the UN level, to engage in the IYS
    • Set watsan financing on the agenda of commonwealth finance ministers meeting in two months, to get disaggregated data
    3. Promote political action at national level.
    • The existing Informal Alliances (WSP, UNICEF, WHO...) will organize regional high-level-meetings in 2007 and 2008 to review and promote policy and organizational changes at national level. ask them to invite religious leaders to conferences.
    • The UN SG requests national governments to identify responsible champions for sanitation,govts to report back (to whom has to be defined)
    • Governments evaluate and review their policies and plans on sanitation and identify responsible institution for sanitation at the national level. And report back (to whom has to be defined)
    • Ask WAVE (Women voice for environment) /UNEP to develop a gender tool-kit on sanitation
    4. Create regionally based, sustained multi-faceted capacity building.
    • 3 RDBs to be asked to design a program of capacity strengthening at regional or sub-regional level for a time bound (3 to 5 years) purpose designed capacity building workshops in
      • community mobilization and hygiene promotion
      • promotion of sales, manufacture and distribution of toilets representing all levels of technology and cost available to household level
      • seminars on availability and range of technology options for waste-water treatment with special focus on small, to medium cities.
      • Seminars on financing possibilities for all of above.
      The capacity building content, modules, staffing etc to be designed in collaboration with others, esp. WB
      Additional RDBs, especially in Mid East could be added if there were willingness of UNSGAB members to take on some of initial work.
    • Develop community report cards, for them to report back on sanitation progress
    • Ask WTO to develop a website + regional focal point to disseminate best practice /technologies for sanitation

    World Toilet Organization a World Sanitation Action Forum / World Sanitation Funding Conference, to take place concentrates on concrete measures, and matching of partners to advance towards the IYS between 2008 and 2015. possible 'Sanitation Action Plan', on which various national governments, international institutions, civil society organisations and the private sector could agree. .
    Set up of a Sanitation Bond by WTO

    Specific linkages be made to get collaboration with Regional Banks, and World Bank backstopping Regions.
